Rates are the hourly minimums in the current revision of each Service Contract Act wage determination, published on SAM.gov (data pulled 2026-11-02). The WD incorporated in your solicitation governs: always use the exact WD number and revision listed in the RFP/RFQ. Cost estimates add Health & Welfare on 2,080 paid hours and 7.65% employer FICA, spread over productive hours (minus 2 weeks vacation and the WD's paid holidays). They exclude state/federal unemployment tax, workers' comp, supplies, equipment, supervision, overhead and profit. An Executive Order minimum wage can require a higher rate than the one listed; check the EO notes inside the WD. Not legal advice.
